The annual award recognizes the chapter that have provided outstanding service and activities to members. In 2020, Guangzhou Chapter overcame the impact of the epidemic with vigor, held a number of academic activities, and promoted the research of information theory, for which it was commended. It is also the first time in the award's 20-year history that it has been awarded to a chapter in mainland China.

The IEEE Information Theory Society Guangzhou Chapter was founded in November 2019, after the success of 2018 IEEE Information Theory Workshop. The Chapter was established with a mission of proliferating information theory research in the Guangdong-Hong Kong-Macau Greater Bay Area, and South China at large. The Greater Bay Area is a national information technology innovation hub, with industrial conglomerates such as Huawei, Tencent and ZTE. It is envisioned that the Chapter will play a vital role in higher education and knowledge innovation, providing continuous services for the regional community. Since its foundation, besides promoting the IEEE memberships, the Chapter has organized seasonal research workshops and established its newsletters.
